Festive Season Checkstop Program
The Winnipeg Police Service well into its annual holiday season impaired driving enforcement campaign.
To date, 43 people have been arrested for Impaired Driving Related offences; 120 Provincial Offence Notices have been issued, and 9 drivers have had their driver’s license suspended for 24 hours under Provincial Legislation. As charges are formally laid, the names of those arrested will be released.
The following have been formally charged:

Drug Arrests
On December 22nd, 2009 at approximately 5:40 p.m., members of the Organized Crime Unit with the assistance of the Tactical Support Team and the Green Team executed a Controlled Drug and Substance Act Search Warrant at a residence in the 2200 block of Gallagher Avenue.
At the time of the warrant, two males were located within the residence.
As a result of the search, members located the following items:
- 918 Marihuana plants – estimated street value of $1,175,040.00.
- 12 gauge shotgun.
A 23 year old male and a 16 year old male have been arrested and are facing numerous drug and weapon related offences.
The 23 year old male has been detained in custody. The 16 year old male was released on a Promise to Appear.
Attempt Murder Arrests
On December 19th, 2009 at approximately 11:57 p.m., uniform members were dispatched to a residence in the 400 block of College Avenue regarding a stabbing incident.
The investigation revealed that at approximately 11:30 p.m., a 14 year old female victim was present at a house party with several other people.
At one point during the gathering, a 13 year old female confronted the victim and physically assaulted her causing her to fall to the ground. Three additional females, 13, 14 and 16 years of age proceeded to assault the victim about the body.
The assault continued at which point the victim was struck with an object to the upper and lower body. One of the suspects subsequently armed herself with a knife at which time the victim was stabbed repeatedly to the upper and lower body, rendering the victim unconscious.
The suspects fled the area prior to police arrival.
The victim was conveyed to hospital and treated for multiple injuries.
Due to the efforts of members of the District 3 Crime Unit, 4 female youths were located and arrested on December 22nd, 2009.
They are facing the following charges:
- 13 and 14 year old – Attempt Murder, Aggravated Assault, Possess Weapon for Dangerous Purpose.
- 13 and 16 year old – Assault with a Weapon, Possess Weapon for Dangerous Purpose.
The 13 and 14 year old have been detained in custody. The 13 and 16 year old have been released on a Promise to Appear.
Residential Robbery Arrests
On December 10th, 2009 between 7:00 p.m. and 11:00 p.m., 4 suspects attended to a residence in the 300 block of Aberdeen Avenue and forced entry into the home.
Once inside, the suspects proceeded to ransacked the home. A quantity of prescription medication was removed including a piece of jewelry which was taken from the victim who was home at the time. The victim was physically assaulted to the upper body at the time of the incident.
On December 16th, 2009, one of the suspects returned to the residence and proceeded to smash out a window before fleeing the area.
On the same date at approximately 4:00 p.m., one of the suspects attended to a gas bar located in the 100 block of Salter Avenue, at which time a vehicle was stolen. While in possession of the vehicle, the suspect became involved in a hit and run motor vehicle collision in the Tuxedo area of the city.
On December 20th, 2009 at approximately 3:30 a.m., 3 suspects attended to a residence in the 100 block of Machray Avenue and forced entry into the home. Three people within the residence were confronted, at which time one of the suspects armed himself with a machete. The investigation later revealed that the suspect was also in possession of the replica firearm at the time of the incident. One of the victims was physically assaulted to the upper and lower body. The three suspects removed electronics from the home and fled the area in the previously mentioned stolen vehicle.
On December 20th, 2009 at approximately 6:20 a.m., 3 suspects re-attended to a residence in the 300 block of Aberdeen Avenue.
The suspects forced entry into the home, one of which was armed with a machete and the other with a replica firearm. Three residents were subsequently confronted at which time the home was ransacked.
The suspects removed electronics and fled in the stolen vehicle.
Due to the efforts of members from the Major Crimes Unit with the assistance of the Street Crimes Unit, 5 males have been arrested. A 12 year old, two 14 year olds, a 17 year old and an 18 year old are facing numerous offences in connection to the crime spree.
They have been detained in custody.
Robbery Arrests
On December 22nd, 2009 at approximately 1:20 a.m., uniform members were dispatched to a business in the area of Whytewold Road and Portage Avenue regarding a firearm related incident.
The investigation revealed that two male suspects attended to a fast food restaurant in a stolen vehicle. The suspects encountered at group of people at which time words were exchanged. The suspects returned to the vehicle at which time they armed themselves with a replica firearm and knife.
One of the suspects subsequently pointed the firearm at the group from outside the restaurant.
The suspects re-entered the business and assaulted one of the patrons (17 years of age). Members of the Winnipeg Police Service were summoned.
The suspects fled the area in the stolen vehicle.
A short time later, the suspects confronted a 17 year old male in the area of Cavalier Drive and Portage Avenue. One of the suspects, in possession of a firearm robbed the victim of his property.
Three other males were picked up by the suspects while still in possession of the stolen vehicle.
Due to the efforts of numerous police resources, the stolen vehicle and occupants was located eastbound on Portage Avenue.
All five occupants were taken into custody without incident.
A 17 year old and two 18 year old males are facing numerous Robbery, Theft and Weapon related offences.
They have been detained in custody.
Firearm Incident
On December 22nd, 2009 at approximately 12:00 noon, uniform members attended to a residence in the 100 block of Meade Street regarding a family dispute.
The investigation revealed that a 48 year old male attended to his 18 year old step-son’s residence and forced entry into the home.
The suspect subsequently armed himself with two loaded firearms at which time members of the Winnipeg Police Service arrived on scene.
The suspect confronted the officers as they entered the residence and pointed a loaded firearm in their direction.
Due to the efforts of the officers directly involved, including members of the Tactical Support Team, the suspect was taken into custody a short time later.
He is facing numerous firearm related offences. He has been detained in custody.

Community Notification
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the Royal Canadian Mounted Police. MIHRSOU today provides information regarding Gregory William TOTTLE, 64 years of age, a convicted sex offender who is considered a HIGH RISK to become involved in further sexual offences.
TOTTLE was released from Stony Mountain Institution on December 24, 2009, after serving a 2 year 1 month sentence for Sexual Interference. He is expected to take up residence in Winnipeg.
TOTTLE has a previous conviction for Sexual Assault. Although TOTTLE participated in some sex offender treatment programs while in prison, he is still considered a HIGH RISK to re-offend. Females under 18 years of age are at risk.

Background information:
Gregory William TOTTLE is a 64 year old male with a criminal record for sexual offences against children.
In 1985, TOTTLE was convicted of a Sexual Assault against a 10 year old girl. More recently, he committed a series of sexual acts against a young child who was related to him. The victim was two years old when the offence commenced and four years old when it ended. On November 28, 2007, TOTTLE was sentenced to 25 months for Sexual Interference in relation to those acts. He had served 11 months in custody prior to being sentenced.
On December 24, 2009, he will be released from prison and is expected to take up residence in Winnipeg.
TOTTLE has participated in some sex offender treatment programs while in custody. However, he is still considered a HIGH RISK to re-offend. Females under the age of 18 years are at risk of sexual violence.

Suspicious Person
On December 19th, 2009 at approximately 2:00 p.m., a 10 year old female was walking in the area of Jessie Avenue and Rockwood Street when she observed a suspicious vehicle and occupant driving in her direction.
As a result, the female was concerned and began walking back towards a nearby community centre.
The suspect was observed to park his vehicle in the area. He then confronted the female victim and asked her if she wanted a ride. The victim declined and fled the area.
Family members were advised and police were subsequently notified.
The suspect is described as: Male, Caucasian, 67-87 years of age, white or grey short hair, no facial hair and wrinkles.
The suspect vehicle is described as: Large, white, newer, 4 door vehicle.
The investigation is continuing by members of the District 6 Crime Unit.

Aggravated Assault Arrest
On December 27th, 2009 at approximately 2:50 a.m., uniform members were dispatched to the first 100 block of Roslyn Road regarding an injured male, previously a victim of an assault.
The investigation has revealed that two males, 26 and 28 years of age were socializing at a residence, at which time they became involved in a verbal dispute. The dispute escalated into a physical altercation.
It is alleged that the 28 year old male assaulted the 26 year old male victim to the upper body with a shovel. As a result, members of the Winnipeg Police Service were summoned and the 28 year old male was taken into custody.
The victim was conveyed to hospital in unstable condition, he has since been upgraded to stable condition.
Members of the Major Crimes Unit continued with the investigation.
A 28 year old male is facing a charge of Aggravated Assault.
He has been detained in custody.

Vehicle Robbery
On December 25th, 2009 at approximately 10:25 p.m., uniform members were dispatched to the area of the 600 block of Manitoba Avenue regarding a vehicle robbery which had just taken place.
The investigation revealed that at approximately 10:20 p.m., a 22 year old male victim attended to his vehicle and started it, allowing it to warm up prior to leaving the area. The victim subsequently exited his vehicle and began scraping his windows.
It was at this time the victim was confronted by a male and female suspect. The male suspect produced a firearm and pointed it in the direction of the victim. Keys to the vehicle were demanded, at which time both suspects entered vehicle and fled the area.
The victim was not injured as a result of the incident.
The suspects are described as follows:
Suspect 1 – Male, Aboriginal in appearance, mid 20’s, 5’7”-5’9” in height, thin build, black hair, pointy nose, wearing: dark clothing.
Suspect 2 – Female, Aboriginal in appearance, 5’4”-5’6” in height, thin build, black hair in a ponytail, wearing: a white hoody sweatshirt, dark jacket and jeans.
The investigation is continuing by members of the District 3 Crime Unit.

Strong-arm Robbery
On December 23rd, 2009 at approximately 8:00 p.m., a 38 year old male was walking in the area of the Pritchard Avenue and Chudley Street when he was confronted by several male suspects.
Two of the suspects, one of which is believed to have been in possession of a knife at the time, began physically assaulting the victim to the upper and lower body.
Three additional male suspects also began assaulting the victim. As a result of the incident, the victim was robbed of several personal items including and undisclosed amount of cash.
The victim was able to leave the area and make his way home.
As a result of the incident, the victim sustained several upper and lower body injuries.
The victim was conveyed to hospital in stable condition.
The suspects are described as: Males, tall, medium to large builds, wearing black and white face masks, dark hoodies and dark pants.
The investigation is continuing by members of the District 3 Crime Unit.
